In a major push to affordable and inclusive urban housing, the Odisha State Housing Board (OSHB) has unveiled an ambitious expansion plan that aims to extend its housing activities to all district headquarters while accelerating construction of thousands of new homes across the State.
The roadmap was reviewed at a high-level meeting chaired today by Additional Chief Secretary, Housing and Urban Development Department, Usha Padhee, who directed the Board to prepare a concrete, time-bound strategy for statewide expansion with a special focus on social and affordable housing for economically weaker and lower-income families.

The OSHB has developed 32,343 housing units, shops and plots across 21 districts since its inception. The Khordha district alone accounts for more than 20,000 of these units, underscoring the growing demand for planned urban housing in and around Bhubaneswar, said an official.
The meeting reviewed five ongoing flagship projects involving an investment of more than Rs 517 crore and the development of 1,484 housing units. Among them, the Kharavela Enclave project at Jagamara in Bhubaneswar, comprising 104 Higher Income Group apartments developed at a cost of Rs 62.51 crore, has entered the handover phase, with 30 apartments already delivered to allottees.
The Rs 164.55-crore Angul Enclave Housing Project, which will provide 613 dwelling units, is progressing steadily. While construction of 228 units has been completed, possession is expected by December 2026, with the remaining units scheduled for completion by December 2027.
The Subhadra Enclave project at Dumduma, Bhubaneswar, comprising 198 dwelling units at a cost of Rs 73.40 crore, is also on track. Similarly, the Vasudev Vihar Plotted Development Scheme at Andharua will provide 206 residential plots, with allottees expected to receive possession from July 2026.
In another major development, the Gadakana Housing Project in Bhubaneswar will create 363 dwelling units along with commercial spaces at an investment of Rs 189.29 crore. The project is expected to be launched in July 2026 following statutory clearances and registration with the Odisha Real Estate Regulatory Authority (ORERA).
The review also highlighted the Board’s improving financial health. OSHB has emerged as a debt-free organisation, posting a surplus of Rs 18.40 crore in 2024-25 and a provisional surplus of Rs 25.50 crore in 2025-26. Its available funds stood at Rs 37.42 crore as of March 31, 2026.
Looking ahead, OSHB has lined up four mega housing projects for 2026-27 that are expected to add nearly 6,877 dwelling units. These include the Suango PPP Project near AIIMS Bhubaneswar with 2,867 units, including 1,034 affordable homes; the Ranasinghpur EPC Housing Project with 1,262 units; the Patrapada Housing Project with 2,510 units, including 820 affordable units; and the Basanti Colony Joint Venture Residential Apartment Project at Rourkela with 238 MIG and HIG apartments.
To support its statewide expansion vision, the Board has sought allocation of suitable government land from district administrations. Chairing the review, Padhee stressed speedy project execution, transparent allotment procedures, strict compliance with ORERA norms and timely resolution of issues relating to land, infrastructure and statutory approvals, reaffirming the State Government’s commitment to ensuring quality, affordable and sustainable housing for urban residents across Odisha.
